CONDUCIVE FOR CONTINUED GRADUAL DEVELOPMENT OF THE LOW...AND A
TROPICAL DEPRESSION COULD FORM IN 2 TO 3 DAYS. THIS SYSTEM HAS A
LOW CHANCE...20 PERCENT...OF BECOMING A TROPICAL CYCLONE DURING THE
NEXT 48 HOURS...BUT A HIGH CHANCE..
